Kevin Bean, PE
President and CEO

Kevin Bean is President and CEO of O’Neal, Inc., providing overall strategic, operational, and business development leadership for the company. He possesses over 25 years of engineering and construction knowledge and has extensive experience in project development and delivery for several Fortune 100 companies. Throughout his career, Kevin has held such roles as field engineer, process engineer, project manager and site manager. He is heavily involved with clients’ senior management to ensure critical business goals are being met by the project delivery team. Prior to becoming O’Neal’s President and CEO in 2005, Kevin served as the Vice President of Business Development and Chairman of the Audit Committee. He also serves on the firm’s Board of Directors. Kevin holds a bachelor of science degree in mechanical engineering from the University of Pittsburgh and is a registered professional engineer and licensed general contractor. 

 

Judy Castleberry
Chief Financial Officer

As CFO, Judy Castleberry provides financial, risk management, and contract management, for O’Neal. She also serves as a member of O’Neal’s Board of Directors. Prior to joining O’Neal, she worked in public accounting for Elliott Davis. She is active in leadership roles with the Construction Financial Management Association (CFMA) and other professional and charitable organizations. Judy holds a bachelor of science and bachelor of arts in accounting from John Carroll University.

 

Jeff Hall, PE
VP, Process Chemical SBU Leader

Jeff Hall provides leadership to O’Neal’s Process Chemical Strategic Business Unit. He is a registered professional engineer with over 20 years experience in the design and construction industries. Jeff began his O’Neal career as a process engineer followed by seven years as a project manager for Wellman, Inc. in Johnsonville, South Carolina. In 1998, he returned to O’Neal as a project manager and, in 1999, moved into the Business Development group, proving himself to be a strong client advocate and successful Business Development Manager. In 2010, Jeff was selected to lead the Process Chemical Strategic Business Unit where he is responsible for the development and delivery of all process chemical projects. Jeff holds a bachelor of mechanical engineering from the Georgia Institute of Technology.

Shane Bolding
VP, Industrial Manufacturing SBU Leader

With over 20 years of design and construction expertise, Shane Bolding provides leadership to O’Neal’s Industrial Manufacturing Strategic Business Unit. He began his career at Johnson Controls, and continued on to work for Suitt Construction Company. He then joined O’Neal as a business development manager in 2004. Shane left O’Neal to pursue the opportunity to be a founding principal and partner at THS Constructors, Inc. but rejoined O’Neal in 2011 to manage the staff and projects under the Industrial Manufacturing business unit. Shane serves on the Board of Directors for the Associated Builders and Contractors (ABC) of the Carolinas and is involved in other business and charitable organizations. Shane holds a bachelor of science degree in ceramic engineering from Clemson University.

 

David McGuire, PE
VP, Design Manager

David McGuire manages O’Neal’s in-house design team with his 25 years of experience in the design and construction industry. As Design Manager, he provides technical issue resolution, construction support and staffing and resource planning for all projects. He possesses specific expertise in the field of power plants and research reactors and has held supervisory and management positions during his career at the US Regional Deputy-Civil and Layout Division with AREVA NP. He is a Licensed Professional Engineer in the State of Illinois and holds a masters of business administration from the University of Chicago, a masters degree in civil engineering from Purdue University, and a bachelors degree in both civil engineering and surveying from The Ohio State University.

Brian Gallagher
Director of Marketing

Brian Gallagher provides strategic leadership to O’Neal’s marketing, renewable energy, community and public relations initiatives. He has over 20 years experience in the architecture, engineering, and construction industry. Prior to joining O’Neal in 2009, he served in marketing leadership positions with Structural Group and Williams Scotsman. He is on the Board of Directors for the Concrete Industry Management program, the South Carolina Solar Business Alliance, and the Associated Builders and Contractors (ABC) of the Carolinas Upstate Council. He holds a bachelor of science in marketing from Towson University and a masters degree in business administration from Loyola College.

Tony Masters
Procurement Director

Tony Masters serves as Procurement Director for O’Neal. He has more than 30 years of procurement experience cultivated at Suitt Construction Co./BE&K Building Group, Yeargin Construction Co., and THS Constructors Inc. He earned a bachelor of arts degree in political science from Clemson University and is a Certified Purchasing Professional through the American Purchasing Society.

Rob Evans
Recruiting Manager

As Recruiting Manager, Rob Evans is responsible for attracting and retaining EPC professionals and support staff to successfully deliver projects. Rob has more than 15 years of corporate recruiting experience and managed recruiting for a diversified services government contractor prior to joining O’Neal in 2001. A native of South Carolina, Rob earned a bachelor of science in biological sciences from Clemson University. 

 

Doug Karmel
Advanced Facilities SBU Leader

Doug joined O’Neal in 2013 to lead the newly formed Advanced Facilities Strategic Business Unit to serve clients in the food processing, retail and grocery distribution and consumer products markets.  Doug holds a bachelor of science degree in engineering mechanics from the United States Military Academy at West Point and a masters of arts in management and supervision from Central Michigan University.  He has over 28 years of professional experience in global supply chain consulting, specializing in physical distribution and control, material handling systems and facilities planning.  His areas of expertise include logistics strategies, development and implementation of state-of-the-art process automation, and automated handling and storage systems.  Doug possesses the experience and vision required to utilize new technologies in achieving practical, cost-effective system solutions in both manufacturing and distribution environments.  His experience integrating the facility design with complex automated systems is of significant importance to his clients.  He has extensive project-related experience in Europe and with Fortune 500 companies.
